Canada-wide warrants seek four in investigation into human trafficking

Saskatchewan RCMP have issued Canada-wide warrants for four people who are allegedly involved in a suspected human trafficking group with “strong ties” to Saskatchewan.

According to an RCMP release, the warrants were issued after an 18-month investigation. RCMP became aware of the group, which operates across Western Canada, in June 2019.

Billy Glenold-fleury, 31; Mali Jean, 33; Kenny Jouthe, 30, and Bechir Ben Salah, 32, are each charged with trafficking persons, material benefit from trafficking in persons, withholding or destroying identity documents and charges related to participating in the activities of a criminal organization. All four have ties to Saskatchewan, Alberta, British Columbia and Quebec.

RCMP noted in the release that the charges laid in the investigation are not related to sexual exploitation or sex trafficking. Specific details related to the charges will be presented as evidence in court.

Insp. Andrew Farquhar, who heads the RCMP'S Federal Serious and Organized Crime unit, said RCMP believe there may be other victims and asks that they come forward if they need help.

“Victims don't often identify as victims, and human trafficking-related crimes are often under-reported, which can make investigating files of this nature incredibly challenging,” Farquhar said.

Anyone with information on the investigation or the whereabouts of the four men is asked to contact Saskatchewan RCMP, their local police or Crime Stoppers at 1-800222-8477.
